The center of Francine has passed over New Orleans and is dumping huge amounts of rain across Louisiana, southern Mississippi, Alabama and the Florida Panhandle.
At 5 a.m. ET the storm was 60 miles north of New Orleans and is headed north toward Jackson and Memphis, the National Hurricane Center said. A storm surge warning is in effect from Grand Isle, Louisiana, to the Mississippi-Alabama border, meaning there could be life-threatening inundation from the sea.Tropical Storm Francine quickly weakened from a Category 2 hurricane after it made landfall last night and it could become a post-tropical storm as early as this morning.
