SAN ANTONIO — State Sen. José Menéndez is calling on Gov. Greg Abbott to immediately halt Immigration and Customs Enforcement operations in Texas, warning that recent actions by federal agents are violating constitutional rights and endangering lives.
In a letter to the governor, Menéndez said he has “grave concerns regarding the operations conducted by the United States Immigration and Customs Enforcement,” and urged Abbott to cease ICE activity in Texas “until a thorough review of the agency’s actions are conducted by the United States Congress.”Menéndez said communities nationwide are “directly feeling the repercussions of ICE’s actions,” pointing to arrests of immigrants attending legally scheduled court hearings and the separation of families. He also referenced a recent fatal shooting in Minneapolis involving federal agents, writing that a U.S. citizen was killed while “exercising his constitutional 1st and 2nd amendment rights to both protest and carry a firearm.” As elected officials, we swear an oath to uphold the Constitution,” Menéndez wrote. “It is incumbent upon us to respect and abide by the rule of law. We all agree that our laws should be enforced. However, this—or any—administration does not have carte blanche to pick and choose when to throw out our fundamental constitutional rights in its efforts to enforce some laws. Certainly, no one—including agents of the government—should be above the law. While acknowledging Abbott’s recent statement that the White House needs to “recalibrate” its approach to ICE, Menéndez said stronger action is needed now.The senator also raised concerns about ICE and Customs and Border Protection agents, arguing that they have “civil, not criminal, authority” and do not receive the same training as traditional law enforcement, including de-escalation and use-of-force instruction. He said recent ICE tactics “do not align with customary law enforcement procedures” and, in some cases, “run contrary to it.” Menéndez highlighted Texas’ central role in immigration detention, writing that the state has become “the epicenter of the nation’s immigration detention system.” He cited reports of poor conditions inside detention facilities and noted that ICE has reported four deaths in custody in Texas in the past two months, including one case ruled a homicide.in a South Texas facility, calling renewed family detention policies “locking up families,” and alleging children have been denied “clean water, adequate food, and basic medical care.”He urged Abbott to “cease cooperation with ICE operations that perpetuate abuse, endanger lives, and bring lasting damage to families and communities across this state and the country,” adding, “We must put politics aside and join forces to put Texans first.”New video of an ICE arrest on the west side is stirring up a lot of emotions.
