By raising the property tax and rent rebate program's income eligibility limits and boosting the size of rebates, Shapiro said his proposal would make 175,000 more seniors and individuals with disabilities qualify for the program to 'age with dignity to stay in their homes.'

Among those on hand was New Cumberland renter Sally Bishop, 76. She said increasing the program’s income eligibility limit to $45,000 – currently set at $15,000 for renters and $35,000 for homeowners – would finally qualify her for the program.Getting a rebate to help put a little extra money aside from rent savings would come in handy if her car stops running.

The extra money gives her a little wiggle room to ensure she can cover her grocery bill and her medical expenses, Biller said. In 2014, the General Assembly passed a law that prevented anyone from losing a rebate due to an increase in their Social Security benefits but that law expired in 2016 and has not been renewed.

Shapiro insisted money is available to cover the $130 million cost of the proposed program expansion in its first year as well as in future years as income limits rise by cost-of-living adjustments. Funding for the rebate program comes out of proceeds from the Pennsylvania Lottery and from gaming revenue.
