If Democrats control the gavels of congressional committees, their preferred legislation has a better chance at a hearing. According to the text of the bill, any kind of bet that has the potential for insider trading would be barred. This extends beyond government-related actions, a one-pager shared alongside the bill text said. Events like surprise singers at the Super Bowl halftime show or winners of awards programming would also be barred "because insiders know the outcome in advance." The text of the bill itself defines "specified events" as including "any event … the outcome of which is under the complete control of any person; or the outcome of which is known by any person in advance."
