The Justice Department initiated an investigation into Cleveland's police department in 2014 following several high-profile incidents involving officers. The investigation revealed practices violating the U.S. Constitution and federal law, including a pattern of excessive force. As a result, the city entered into a consent decree with the Justice Department in 2015, requiring the police department to implement significant changes outlined in the agreement.Cleveland City Council Member Michael Polensek, who chairs the public safety committee, estimates the city has spent over $13 million in settlements and judgments for police misconduct cases since 2015. While acknowledging that some issues persist, Polensek believes the police department has made sufficient progress on the outlined goals and supports exploring the possibility of terminating the consent decree. He expressed openness to understanding how lifting the decree would address procedural concerns and ensure accountability. Cleveland Council President Blaine Griffin also welcomed a Justice Department review, noting progress in police training and community relations but highlighting the challenges in implementing some aspects of the consent decree.
