Two businesses that can’t get water from Springs Hill Water Supply Corp. are seeking a court order directing the nonprofit to provide it.
reported Springs Hill’s service area consists of almost 11,600 acres situated both north and south of Interstate 10.from the Public Utility Commission in 1977. The certificate, known as a CCN, gives Springs Hill exclusive right to provide water to all users in its service area., a water supply corporation that receives such a certificate is required to serve all qualified applicants “as soon as practical” after receiving an application.
There are no plans for that to happen despite what Public Utility Commission spokeswoman Ellie Breed called “a significant increase in requests for service.” “TCEQ currently does not have any pending violations for capacity issues and/or a moratorium on the number of connections that can serve,” she said. “If an applicant has applied for service and been denied service they will need to file a complaint with the PUCT.”
In 2020, the TCEQ approved construction of a connection with one of Springs Hill’s suppliers. That “substantially” increased capacity, Cann said. And last year, Springs Hill fast-tracked replacement of a failed well. It received construction approval in January.In the June report, Springs Hill said it was “looking to develop water supplies sufficient to satisfy its long-term needs as the service area grows.
The transactions need Public Utility Commission approval before the transfers can occur. When that will happen is unclear, but Springs Hill “hopes that it can begin the initial transfer of customers to Seguin around August,” Pepin said in his December letter to Reed. “We’ve got completed buildings and we’ve got people pending to buy property,” Rohde said. Springs Hill “needs to get their act together and perform now.”
