The updated manual, an appendix to the Land Development Manual, replaces the 2017 edition and represents a significant update since the last major revision in 2002. \This update stems from a series of comprehensive overhauls to the General Plan, Strategic Plan, Climate Action Plan (CAP), and the Vision Zero action plan. It builds upon the Complete Streets Council Policy and is designed to complement the development of walkable, bikeable, and mixed-use areas. The manual delves into the specifics of roadway features, encompassing parking, medians, bike lanes, and bus lanes, as well as traffic safety measures like diverters and speed bumps. It also covers pedestrian infrastructure, including crosswalks, signage, and flashing lights, and integrates parks, greenways, landscaping, and other off-road elements. \This shift marks a departure from the previous auto-centric approach, aiming instead to create streets that are safe, attractive, and comfortable for all road users. The manual emphasizes making walking, rolling, bicycling, and using public transit more convenient, efficient, and affordable. In November 2024, ABC 10News reported on the City's struggle to meet its Vision Zero goals, highlighting a concerning trend of traffic fatalities. With at least 17 deaths already reported in traffic incidents in San Diego County during 2025, the updated Street Design Manual aims to address these issues and create safer streets for all. \The public is invited to submit comments and feedback on the draft manual via the City's Sustainability and Mobility website
