on the cost of directly employing all its drivers and phasing out Transdev, which has a six-year contract through June 2027 for more than half a billion dollars. “Generally speaking,” he said, “I am not and never have been a fan of government agencies contracting out government services.”One of the biggest issues facing drivers involves “splits,” forced time off between morning and evening shifts. While the practice is common among transit agencies, drivers have said Transdev abuses the system, often requiring unpaid breaks of up to six hours in the middle of the day.

“Transdev has had a really good relationship with MTS and the city of San Diego for over 30 years, and we really appreciate that partnership,” he added. “We have an open-door policy when it comes to anything,” said Breun of Transdev. “All they have to do is walk in the door and talk to our general managers here.”
