“We're giving victims the language, the words to describe their suffering,” said Cochav Elkayam-Levy, who led the report as a flagship project of her Israel-based nonprofit Dvora Institute for Gender and Sustainability Studies.She began sounding the alarm over crimes committed against women when Hamas attacked, but the international community wasn’t responsive, she said. “We were trying to get their attention to the suffering of the hostages, to the potential sexual atrocities that they are enduring,” Elkayam-Levy said. So, she set up a commission to meticulously document and archive the evidence of these horrific acts. And, in the process, they saw a trend emerge: Hamas strategically targeted Israeli families to maximize the pain of their attack that resulted in 1,200 deaths and more than 250 hostages. “Gradually we understood, we're seeing a unique evil that is not yet defined in international law,” she said. Patterns emerged as they documented videos and images of the attacks, visited the homes that were attacked, and talked with the victims.“They separated even mothers from infants, and siblings from one another in captivity and before captivity,” she said.
