“We were trying to get their attention to the suffering of the hostages, to the potential sexual atrocities that they are enduring,” Elkayam-Levy said. “Gradually we understood, we're seeing a unique evil that is not yet defined in international law,” she said. And a mother told Elkayam-Levy’s commission, “I see in their underwear, bloodied from head to toe. I wouldn’t wish upon any mother to see her children in that condition. ...
