The letter from Lyons stated that Torres misrepresented himself as legal counsel for detainees within ICE custody, thereby violating established detention standards and security protocols, specifically those that prohibit the presence and use of cell phones inside ICE facilities. It is further alleged that Torres engaged in improper meetings with multiple detainees, and further misled ICE staff by misrepresenting the reasons for his visits and his intentions.\Lyons' letter meticulously detailed the violations and cited evidence, including a sign-in log that allegedly identifies Torres as a lawyer visiting a 'client.' ICE records indicate that Torres's alleged misrepresentation began in September 2025, with the most recent incident reportedly occurring on January 30. During the January 30th visit, a facility administrator confronted Torres, who reportedly admitted that he was not an attorney and was present in a private capacity. This confrontation arose after facility officials became aware of someone passing a cell phone to multiple detainees. Lyons has formally requested that Congresswoman Escobar provide written answers to a series of questions. These include whether Torres was employed by her during the alleged incidents, whether he is a licensed attorney, and whether she had prior knowledge of his actions. Lyons also inquired about Escobar's position on Torres's behavior and whether she intends to hold him accountable for his actions. The situation has prompted responses from both sides.
