The Portland City Council approved Mayor Ted Wheeler’s proposal to ban daytime camping on city property.

. Supporters say this will help the city comply with a new state law and help clean up the streets. Opponents say a ban would criminalize homelessness, and many also question how it will be enforced.

It also prohibits camping within 250 feet of schools, shelters, and childcare centers, as well as within pedestrian zones like crosswalks. Campers are not allowed to use gas heaters in or around their campsite. . "The Governor supports the City and County’s continued collaboration to increase shelter capacity so people have a place to go during the day. She also supports a proposed amendment introduced by Commissioner Carmen Rubio intended to limit the enforcement mechanisms until sufficient shelter capacity, including day center capacity, is provided for people who will be impacted and have nowhere else to go," Elisabeth Shepard wrote.
