Port of New York and New Jersey implements a delayed empty container fee after talks with ocean carriers led to a new way to account for growing rail volume.

The tariff on empty containers was delayed in September to allow for more talks with ocean carriers.

Each ocean carrier must show on a quarterly basis its imports and exports are balanced, with intermodal shipments factored into the accounting.
