San Antonio -area police chiefs are blasting Bexar County Sheriff Javier Salazar 's Office's new inmate rejection procedure, saying it equates 'delayed justice and a burden on their departments. Salazar's mandate, which comes amid an uptick in jail deaths — 13 this year and 18 last year — requires police officers to transport their arrestees who are sick or intoxicated to the hospital to get cleared before the county jail will accept them.
