Parma’s bumpy Broadview Road to receive smooth spring repaving

PARMA , Ohio -- The resurfacing of a roughly 300-yard section of Broadview Road just north of Snow Road is finally on the books. Parma Mayor Tim DeGeeter said the severely deteriorated area -- between Old Rockside Road and Brookdale Avenue -- has been on the city’s radar for a while.

This includes more than five years ago, when Ohio Department of Transportation repaved the busy road around the section in question due to the fact it didn’t receive a bad rating warranting resurfacing. “Just from the eye test back when Broadview Road to the north and south was repaved originally, it was like, why isn’t this section being done?” he said. “I understand it’s concrete, but even then, you could tell it was gonna be a problem. “We’ve heard complaints and obviously the drums have gotten louder this past summer. So that’s become a problem area for us and now we’re left holding the bag to get it done.” Parma Service Director Tony Vannello said the estimated $150,000 to $200,000 project is expected to take place in the spring. “The biggest problem is we have to follow ODOT standards that require a 3-inch mill and fill,” he said. “So it’s two paving layers. Just grinding the pavement is a significant cost. “Then having to pay the paving contractor to come in there and do two lifts and any additional pavement repairs, that’s why those cost gets so significant for that stretch.” The aforementioned cost estimate for the asphalt paving over the concrete road doesn’t include any full-depth repairs. The excessive price tag is why, as recent as last year, Vannello inquired again whether ODOT could add the northerly section to the engineering work being completed regarding the upcoming joint Parma and Seven Hills Broadview Road repaving project between the city’s southern corporation limit of Sprague Road to W. Ridgewood Drive. “We tried to get them to even include this section up north because we felt it was in the poorest condition of Broadview Road, including what’s being funded in the southern end through ODOT,” he said. “Unfortunately, we were unable to move the needle and we were at the point where we can’t wait for ODOT funding.” The service director said the city would’ve naturally preferred to have ODOT funding for the project. “Just to do a grind and fill is going to be about the cost for us to repave one or two local roads next year,” he said. “So it’s a significant cost, but we hear the residents loud and clear.
