Devin Mims, 35, was jailed without bond after Williamsport police charged him with nearly 300 crimes. The case was sealed for two months out of concerns for victim intimidation.
WILLIAMSPORT-Concern of victim intimidation is the reason a Lycoming County prosecutor gave for keeping sealed for nearly two months the arrest of a Williamsport man accused sexually assaulting three teenage girls.
But the charges and affidavit of probable cause were not unsealed by president Judge Nancy L. Butts until Thursday. That victim told an investigator the encounters occurred approximately 10 times and the amount she was paid depended on whether Mims liked what she did. She alleged Mims on one occasion used a cell phone to record them having sex.
