He was walking eastbound. Officers found a suspect near W. 111Street in Cleveland and charged him with theft, possession of drug paraphernalia, criminal tools, and trespassing, according to a police event report.A male driver at 1:11 a.m. on Jan. 20 was arrested on Lincoln Avenue near Detroit Avenue for operating a vehicle while intoxicated, improperly handling firearms in a motor vehicle, and using weapons while intoxicated, according to police records.A caller at 3:25 a.m. on Jan. 21 reported a man was slumped over the wheel of a gray Jeep on Hilliard Road near Olive Avenue.
