” : The Houston Chronicle editorial makes me grimace. When did flood insurance become a right and not a responsibility of people who make the decision to live in the floodplain where it floods? The Chronicle has supported huge construction projects which have trapped us in floodplains for the last 85 years. The answer is not to fight nature, but to get out of floodplains because it floods there. We need immediately available local, state and federal buyout funds that provide relief to people when the floods occur, and not wait months or years to buy out. Keep floodplains empty of people, strictly regulate development runoff, don’t alter our climate and the flood problem stops.
