The Ohio Senate Education Committee has advanced two bills as one, requiring released time for off-campus religious instruction and implementing a 'Parents Bill of Rights' that critics worry will out LGBTQ students to their parents.
The Ohio Senate Education Committee advanced two bills that merged into one: a requirement for school districts to adopt a policy allowing students to leave school mid-day for off-campus religious instruction, and a so-called “Parents Bill of Rights,” which critics fear will force schools to out LGBTQ students to their parents. The bill is expected to reach the Senate floor on Wednesday, the final day of the two-year legislative session.
Also during the final day, the Ohio House would have to approve the amendments made in the Senate. Sen. Andrew Brenner, chair of the Senate Education Committee, said he expects the bill to pass in the Senate later Wednesday. He said he expects the House to concur because one of the amendments his committee added to the bill was requested by House Speaker Jason Stephens, a Lawrence County Republican. Released time became the focus of lawmakers as LifeWise Academy, a Christian released time program headquartered in suburban Columbus that is rapidly growing in Ohio and across the country, has requested all school districts adopt a policy allowing released time. The U.S. Supreme Court in 1952 allowed released time as long as school resources are not used for it, it’s off campus and no students are forced to attend. Ohio public schools are releasing kids for religious instruction during the school day. Soon, they could be required to do it. Currently, Ohio law allows school districts to decide whether to adopt a released time program. Some districts only allow released time during lunch and recess. Other districts allow it in the middle of classes. State law allows students to leave for released time during non-core subjects, such as library or music
