According to budget documents, the $600 million onshoring grant and the $300 million water reclamation project may be subject to clawbacks under the terms of the grant agreements that the Ohio Department of Development and Intel signed. The capital budget doesn’t require Intel to hire mostly Ohio residents. Policy Matters proposed that Intel hire Ohio residents for at least 80% of its workforce, Schiller said.
