Summers said his full financial evaluation showed that the $12.5 million offer reflects a fair value, based upon long-term operating and capital replacement costs.Along with a better sale price, several amendments were made to the contract with Aqua Illinois during the final weeks leading up to the sale that enhanced revenues to, and protections for, the village, Summers said.
