Timothy Williams walked up to a car due to the vehicle looking suspicious. He then started telling the person in the car to call 911 because he needed help, but the person believed it was a prank and did nothing. Sgt. Williams radioed for help and when a deputy arrived, they found him on the ground, unresponsive on his back next to the car, while the person inside the car had their feet sticking out of the driver's side door.SAPD also responded to the scene, as a deputy started CPR on Sgt.
