The OSTP memo emphasizes cooperation through “existing standards bodies” and reaching agreements with the many nations that have signed the Artemis Accords . Notably, spacefaring rivals China and Russia have yet to sign onto the Artemis accords. Even though NASA needs to develop LTC, the boundary for where it kicks in needs to be set. The International Space Station will still use UTC – it’s way closer to Earth. It’s up to NASA to figure out exactly where that transition occurs. And just like Earth, keeping time on the moon won’t be foolproof; they might even need their own version of leap seconds!
