Much of Bibb’s desire to “modernize” City Hall – a campaign promise that remains one of his prime goals as mayor – could come down to this strategic plan and how well it’s executed.

CLEVELAND, Ohio – Mayor Justin Bibb wants to develop a 10-year strategy plan to improve operations and guide decision-making across City Hall – a roadmap, of sorts, in pursuit of Bibb’s pledge to modernize city government and make it more effective.

“We know that Cleveland has changed. Expectations have changed, the needs of residents have changed, technology has changed. We just need to really adjust everything -- from our space to our organizational structure and processes -- to make sure that we’re aligned with those changes,” Chief of Staff Bradford Davy said of the overarching goal.

Ernst & Young’s work would be split into two complementary parts: the 10-year strategy plan itself, plus an “organizational audit.” The organizational audit is intended to show how to organize City Hall to better meet those goals, and ultimately, how to go about delivering better services, said Davy. Davy, pointing to numerous other local organizations that have undertaken similar strategic planning efforts in recent years, noted that Cleveland, to his knowledge, “has not gotten a holistic strategic plan in decades, if at all.”
