Scott Boley, 56, of Narvon, Pennsylvania, allegedly admitted to troopers on Jan. 20 that he possessed explosive devices, according to charging documents filed by Pennsylvania State Police. Boley reportedly said he would order “Potassium perchlorate” and “aluminum powder” online. In charging documents, troopers wrote that the combination of these two substances is known as “flash powder, which is a rapidly burning mixture providing the oxidizer and fuel necessary for rapid combustion.” Boley said he would mix the parts to create “M-Bombs” where he lives on Laurel Top Circle in Caernarvon Township, Lancaster County, troopers said. Troopers visited his home that same day and spoke to a woman who also lives there, who said Boley would make the explosives in the garage. Authorities got permission to search the home and found a sealed box in the garage that had just come in the mail for Boley.One fully assembled “M-Device,” which troopers described as “an approximate 3 inch long 1 inch diameter cardboard cylinder sealed on both ends.
