"Reading the report, it is devastating to see how many times and how many different potential ways that Robert Card could have been separated from his weapons and wasn't," Palmer said. "If we had a true extreme arrest protection order, which has many fewer steps, many fewer barriers to respond in a crisis, then we might have been able to avoid the Lewiston shooting.
