He was speaking at a visit to a part of the Lower Umkhomazi bulk water supply scheme under construction in the south of Durban. Macpherson says the root cause of conflict is the lack of clarity and uniformity on how 30 percent set-aside for the community is allocated. He says the construction mafia is a threat to infrastructure development in the country.
“And we are going to wage a war. And it’s a war that we must win because if we don’t then it is South Africa who is going to suffer, it’s people on these sites that are going to suffer. Our construction workers must be able to work in a peaceful environment. Our communities must be able to benefit from government-spend and infrastructure. It’s not going to be these people who want to tear these sites down that will win. it will be the South African government that wins.
Macpherson says there are a number of steps that can be taken to make sure that construction mafias, who threaten contractors and extort money, are put behind bars.“That municipality has made more money available for law enforcement to track these guys down. They’ve offered incentives and rewards for information that lead to arrests. I think that’s where we need to get to. And you know we can’t just have the approach of ‘our guns are bigger than your guns.
