Public officials are duty-bound and mandated by the Constitution to release to the public their statements of assets and liabilities and net worth , the camp of Vice President Leni Robredo said on Tuesday, Jan. 25.
Gutierrez said releasing SALNs “it is an obligation to the Constitution and the law, and the proof of an honest public servant.” Marcos expressed belief that political foes could easily use SALNs to create a problem, even if there was none, like what happened to Corona. But he agreed that transparency and accountability are important among government officials.
“That's why Lacson was the first to declare, as his one of first acts of office if he becomes President, to make publicly available his SALN – aside from signing a bank secrecy waiver,” Acedillo said. For his part, Pacquiao said in Filipino: “I don’t know what other candidates want to do with their SALNs but under my leadership, it is not only the president who is obligated to make public their SALNs, but all government officials.”Meanwhile, senatorial aspirant and human rights lawyer Chel Diokno pushed for the amendment of laws mandating all public officials and employees to submit their SALNs, citing the low penalties imposed for violators.
Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act passed in 1960 imposed a fine of P100 to P1000 and/or imprisonment not exceeding one year for those who violate its SALN provisions.
