Four lawmakers on a Utah child welfare oversight panel refrained from calling programs at the state Division of Child and Family Services "broken," but said the system can be improved.

The comments followed the tragic death of Gavin Peterson, a boy police said died from abuse in his own home, despite repeated concerns expressed over his wellbeing. The lawmakers — Senators John Johnson and Luz Escamilla, and Reps. Christine Watkins and Cheryl Acton — said legislation is in the works to makes changes to DCFS that could speed up its intervention when questions arise over the wellbeing of children."I'm not sure at this point," said Sen. Johnson, R-Cache County, and co-chair of the child welfare committee. "I think they have done a fairly comprehensive investigation of this particular case.
