A Texas senator is proposing a law that will keep migrants in custody after a girl was found dead in a Houston-area creek and the arrest of two migrants.
Jocelyn Nungaray 's murder has not only shocked Houston, but the horrific murder has become a focus of the national immigration debate. The administration's program allows migrants to be released despite their pending cases. Jocelyn Nungaray 's body was found in June. A medical examiner determined her cause of death was strangulation. Johan Jose Rangel-Martinez and Franklin Jose Pena-Ramos were charged with capital murder.in March, according to the U.S.
The proposed law would also require bracelet monitors issued to migrants to be monitored at all times. Cruz said under the law, the migrant issued an ankle monitor must be given a curfew and be at home between the hours of 10 p.m. to 5 a.m.He added that the law would also have to hold migrants in detention centers as long as beds are available.
