Black’s lawyer Christopher T. Karounos told The Jersey Journal he has never seen a case “where a public entity did not seek dismissal.”

Jersey City Councilmember Amy DeGise said “I was not on city time nor in a city vehicle during the time of the accident." None of Jersey City Councilwoman-at-Large Amy DeGise’s actions during her infamous hit-and-run last year were committed in her capacity as an elected official, city lawyers say in motion to dismiss victim’s lawsuit.

In July 2022, the 37-year-old freshman councilwoman struck Andrew Black with her black SUV as he rode his bike through a red light at the intersection of Martin Luther King Drive and Forrest Street. The incident left many in shock not only because of the jarring crash but more so DeGise’s split-second decision to flee the scene and not report the incident to police for six hours.
