Collins was driving a Toyota Tacoma at 10:24 a.m. Sunday on Fayette County 73 near Morris Cemetery Road when the vehicle left the road and hit a tree, authorities said. The unrestrained toddler was pronounced dead on the scene of the wreck, about two miles south of Glen Allen.
