Is quality of life finally being restored at the Governor’s Square housing complex? Harrisburg officials say there are signs of improvement. During a recent city council meeting, the court-appointed receiver overseeing the property reported progress under a new revitalization plan.

This comes after years of decline, with many homes falling into disrepair and the previous owner filing for bankruptcy. A walk through Governor’s Square shows a neighborhood still very much in progress. Several homes remain boarded up, with “No Trespassing” signs posted to deter squatters. While the area may not look visually appealing, officials say these measures are part of a broader effort to stabilize the community. They also noted that removing non-paying residents and unauthorized occupants has helped reduce crime and disruptive activity.“To be honest with you, it’s just not safe," one anonymous resident said. "People come here and do business and sell drugs — this is all after 5 p.m.." “They were doing some shooting — you could hear the ‘pow, pow, pow,'” resident James Bobbitt Sr. said. For years, the affordable housing complex has faced persistent challenges, including condemned homes, squatters, trash buildup and reports of criminal activity. After the property’s former owner, Uptown Partners, declared bankruptcy, court-appointed receiver Justin Heinley took over operations. He says progress is being made. “We’ve been able to address many life-safety issues for current residents,” Heinley said. “We’ve also removed non-paying squatters and individuals contributing to unwanted activity.” Heinley noted the property was in poor financial condition when he assumed control. Despite that, several improvements have already been made:However, not everyone is convinced conditions have improved enough.“It doesn’t look the same at all,” resident Malisha Blockem said.Police have increased patrols and installed surveillance cameras in the area.
