Since then, we've asked the mayor to answer our questions about how an emergency proclamation helps officials make Steelton safer.The questions we asked include:Why is an emergency proclamation necessary for only after-hours venues?Mayor Ciera Dent told CBS 21 News that neither she nor Chief Shawki Lacey would be speaking with us on camera to answer those questions since repeating herself is not her priority right now with Sunday night's shooting investigation ongoing.
"Basically, it acted as a pause button," he said. Saylor said the emergency proclamation allows police and council the time to make changes, but that doesn't necessarily mean pushing for more recruiting efforts. "I don't know that more police would have necessarily prevented this from happening," he said. "I think what we need is to give our police the tools they need to address these situations." Saylor said those 'tools' could look like requiring venues to get a permit for an event or even banning all after-hours venues altogether. "Clearly, the codes that we have are being skirted and need to be updated need to be made stronger," said Saylor. According to the interim borough manager, the owner of Paradise Palace testified at a council meeting Monday night, claiming that he rents out the space on the condition that all events are over by 10 p.m. "The leaseholder brought people in after-hours against his lease. So, it was a situation where, you know, there was already a prohibition to what happened there, and it happened anyway," he recalled. "I think it is very likely that the owners of some of these, establishments, you know, may resist efforts to regulate or eliminate their businesses, and so, we may end up in court. We have to proceed carefully and make sure when we are ready to take steps, we're ready to roll."
