Some types of work must stop, while other projects can continue.
What you're seeing right now during your drive is not deceiving you.Whether it's the work at the I-83 Capital Beltway Project, the Wrightsville bridge, or the Centerville Road interchange in Lancaster County, PennDOT said there are more crews out there than usual.
'I would say the bipartisan infrastructure law helped us move our projects forward faster and to have a larger, more robust construction program this year,' said Dave Thompson, with PennDOT.But the impending cold weather will shift what kinds of work crews can do.Paving projects stop in the winter because asphalt, which is petroleum-based, can't be used in the cold.'Think of if you have a good bottle of olive oil, extra virgin olive oil, in your cupboard. At room temperature, it flows well; it's good. But if you put it in your refrigerator, it solidifies, and you can't really do much with it until you warm it up. That's a good analogy for that,' Thompson said.While asphalt can't be used in the cold months, concrete can still be poured. In most cases, the outside temperature must be 40 degrees and rising, but crews have equipment, including big blankets they can put down to make sure it gets warm enough for the concrete to set properly.Other kinds of work – like demolition, setting utility lines and excavation – can continue during the winter.PennDOT also said to expect that work zones that you might be driving through now will stay as work zones through the winter.'The work's got to go on. Just because it's cold outside, we're still going to be out there working,' Thompson said.
