"The whole premise of this comprehensive review was for all those partners to come together," Gray said. "Put our heads together with an independent facilitator and identify strategies to help us better deliver our services across all of our various agencies." But Precinct 2 County Commissioner Brigid Shea says the county didn't unanimously reject the plan because they don't believe it's a good idea. Instead, the county is rejecting the selected third-party firm, McKinsey and Company.
Gray says the firm was decided upon under appropriate state law, requiring the city to not go for the lowest bidder, but the most qualified one, using scores given by a review panel. Now he says the city is working on renegotiating to get all parties back to the table.
