MOSCOW - Valery Gerasimov, the head of Russian’s military general staff, on Monday conducted phone negotiations with U.S. Army General Mark Milley, the chairman of the Joint Chiefs of Staff, Russian news agencies reported. The call, which news agencies said focused on areas “of mutual interest,” came after the United States said it was withdrawing its remaining troops from northern Syria.
