A Harrisburg man was charged with aggravated animal cruelty after police say he beat his neighbor’s dog with a wooden handle, breaking her spine and cracking her skull.
Soon afterward, Luster saw his neighbor, Clemons, walk outside with Maddy, his 1-year-old Shih Tzu, court documents said. Luster initially told police “she was fine” and refused to take her to a veterinarian, the affidavit said. Police said he changed his mind and took her to Shores Veterinary Emergency Center when officers told him he’d be arrested if he didn’t.Clemons told police Roxy had been roaming Reel Street without a leash for three days before she charged at Maddy. Roxy had been chasing residents during that time, including Clemons’ wife and grandchildren, according to the affidavit.
