After BlueCollar won a supply tender from the police service, it entered into a memorandum of understanding with Atletico to secure funding. The two companies agreed to share the profits earned from the contract.
BlueCollar supplied the hand sanitiser to the SAPS as a reseller, meaning it bought the product from a third-party supplier and delivered it to the SAPS, adding no value to the product. Meanwhile, a face mask supplier, Tsutsumani Business Enterprises, is undergoing review before the Competition Appeal Court for a matter in which it was found guilty of price gouging, also as a supplier for the SAPS.
