Guatemala has ended its monthlong state of emergency after deadly attacks on police pushed President Bernardo Arévalo to seek special powers against gangs. The government lifted the order Monday that limited some constitutional rights. It had let police make arrests without a judge’s warrant. Less restrictive measures take effect Tuesday.
