Four East Cleveland police officers are accused of beating two people following separate car chases, lying about it in official reports and smashing the cellphone of a man who tried to record the officers attacking him, according to an indictment.

The 32-year-old driver drove off, and Wood, Toomer and Stoll joined in the chase. Wood, 32, reported during the chase that the driver hit the front of his cruiser. Body camera video showed that Wood rammed the driver’s car. The officers arrested the driver and took him to the city jail. They huddled in city hall’s parking lot and talked about “their assault” on the man, prosecutors said. Stoll took the man’s cellphone and smashed it several times on a police cruiser and bent the phone back to break the screen, according to prosecutors.
On April 10, Toomer, 33, tried to stop a 25-year-old man for running a red light. The man drove away, and Toomer, along with Wood and Stoll in a second cruiser, and Mundson in a third, chased after him. Stoll then forcefully shoved the man into the back of his police cruiser. The man called 911 from a cellphone after telling officers he needed medical attention. A Cleveland EMS ambulance arrived, but the officers sent the ambulance away, telling paramedics that no one needed medical attention.
