One of the guiding principles behind the city administrator 's position created in the Cleveland Heights charter is to free up the mayor to work on visionary and transformative projects, like the Marquee at Cedar Lee. Phase one of the $60 million mixed-use development is now available for tours and leasing. The Snavely Group serves as the general contractor, with City Architecture designing the buildings and grounds for developers Flaherty & Collins.

CLEVELAND HEIGHTS, Ohio -- Without further ado, City Council unanimously confirmed on Monday (Jan. 6) the appointment of former two-term Akron mayor Dan Horrigan as city administrator. The resolution, introduced by Mayor Kahlil Seren, passed on first reading after City Council held a confirmation hearing Dec. 16.This will help to “provide for the uninterrupted, efficient provision of critical services and the effective daily operation of city government,” the legislation states. Horrigan attended Monday’s committee-of-the-whole session, but did not stick around for the regular meeting. Seren likened the position -- with an annual salary range of $96,000 minimum up to $154,000, based on experience -- as a “chief operating officer” for the city. Under the charter, Seren said Horrigan will “help the elected mayor provide organizational leadership and support to make sure things get done.” “I do believe Mr. Horrigan is worthy of this role,” Seren added during his mayor’s remarks at the outset of the regular meeting. Prior to the vote, Councilman Anthony Mattox Jr. called Horrigan “a great hire and a gift to the city, someone who understands staff and has a passion for people.”Councilman Jim Petras noted that during Horrigan’s confirmation hearing, he offered to talk individually with council members. “I am appreciative of his experience and willingness to serve our city -- and coming from one that is four times our size,” Petras said of Horrigan and Akro
