Animal Care Services wants to hit owners whose dogs are caught roaming free with higher fines and forced pet sterilization. The department wants to sterilize dogs picked up on the streets at their owners' expense before they can take their pets home — if the owners can't be immediately located. ACS also is looking to dramatically increase the penalties for owners who repeatedly break the city law against dogs roaming neighborhood streets, a Class C misdemeanor.
