A federal judge on Thursday rejected the Biden administration's attempt to revise Title IX nationwide after months of legal battles. The U.S. Department of Education issued its final Title IX regulations in April. The new rules, initially planned to take effect in August, expanded the 1972 federal civil rights law to prohibit discrimination based on sexual orientation and gender identity in educational institutions receiving federal funding.

The rewrite also reversed several rules concerning the handling of sexual assault complaints, including broadening the definition of sexual harassment. These rules were established during President-elect Donald Trump's first term in the White House. The Biden administration's revision faced immediate legal challenges, with multiple courts last year temporarily halting it in dozens of states on grounds of unconstitutionality. The U.S. District Court for the Eastern District of Kentucky, Northern Division, ultimately ruled Thursday that the new regulations 'exceed' the Department of Education's 'authority under Title IX' and violate the Constitution. The entire 1,500-page rewrite was deemed 'fatally' flawed due to the legal challenges, according to the ruling. 'As the Court has explained, the definition of discrimination 'on the basis of sex' lies at the heart of Title IX and permeates virtually every provision of the law,' U.S. District Judge Danny C. Reeves wrote in the ruling. Tennessee Attorney General Jonathan Skrmetti, whose state challenged the revision, hailed the ruling as a 'massive win' in an X post Thursday. 'The court's order is a resounding victory for the protection of girls' privacy in locker rooms and showers, and for the freedom to speak biologically-accurate pronouns,' Skrmetti wrote. Rep. Mary Miller, R-Ill., also celebrated the decision in a press release, stating 'parents when you speak up, we win.
