The contracts will seek to implement extra security measures including lights, cameras, steel barriers and various detection technologies. calling it a reset after decades of what it says was unfocused U.S. foreign policy. The central idea is simple: peace through strength, the belief that the U.S. is safest when it’s strong at home, both economically and industrially. As the strategy puts it, “Strength is the best deterrent. Countries or other actors sufficiently deterred from threatening American interests will not do so.”One of the biggest shifts in the strategy is how the administration defines national security. Instead of putting most of the focus on overseas military missions, the Trump Administration essentially argues security starts at home. That means border control, migration, resilient infrastructure, reliable supply chains, and a strong economy are all treated as national security priorities, right alongside the military, according to the White House. The administration argues the U.S. has spent too long acting as the world’s police, often without clear payoffs for American workers or businesses.The strategy still emphasizes alliances, but it also makes clear the U.S. won’t be carrying the full security load everywhere. Allies, especially in Europe and the Indo-Pacific, are expected to invest more in their own defense, while Washington becomes more selective about where it steps in. According to the strategy: In particular, we expect our allies to spend far more of their national Gross Domestic Product on their own defense, to start to make up for the enormous imbalances accrued over decades of much greater spending by the United States.Economics runs through nearly every part of the strategy. Trade, tariffs, rebuilding U.S. manufacturing, energy production, and reducing reliance on foreign supply chains are all framed as security issues, not just economic ones. The White House argues that American power ultimately depends on making things at home, staying ahead technologically, and not relying on competitors for critical goods.Institution, the administration highlights three main threats in the region: migration, drug trafficking and organized crime, and China’s growing influence. That focus translates into priorities like tighter migration control, fighting cartels, moving more manufacturing closer to home, and keeping outside powers from gaining control of key infrastructure in Latin America. Brookings analysts note this approach puts less emphasis on the traditional view of China and Russia as the primary global threats.China is still a major focus, but the strategy treats Beijing less as an ideological enemy and more as a tough economic competitor, with military strength acting as a backstop. The White House says it wants to rebalance trade, reduce U.S. dependence on China in sensitive industries, and push back against unfair trade practices. It also points to intellectual property theft and industrial espionage as serious concerns tied to China’s economic behavior.
