To end the shutdown, Congress passed a “continuing resolution,” Derrick explained, “which is essentially a stop-gap bill that just continues the previous funding levels for a set period of time.”The continuing resolution expires on Jan. 30, Derrick said. “So now, they’re trying to pass the full-year budget before that deadline, or there will be another shutdown.” Over the next few weeks, an appropriations bill to determine funding for the Department of Homeland Security will be negotiated in the House and Senate. “And while they’re negotiating and they’re paying attention to this issue, it’s really important for them to hear what their constituents care about in terms of DHS funding,” said Nithya Nathan-Pineau, a policy attorney and strategist at the“We’ve got ... till the end of the month, and so this window is really crucial for people to be reaching out,” said Nathan-Pineau.When you call your members of Congress, it’s important to make clear what you want in terms of DHS funding and ICE funding, but you don’t need to worry about citing the specific bill or defending your stance if you aren’t comfortable with that. “In terms of making that first call to your member of Congress, it really doesn’t have to be a nuanced statement that you are delivering. You can call your member of Congress and simply share how you are feeling and what you want them to keep in mind,” said. It’s important to include your name, phone number and zip code when calling. You can call every day, Altman added. What can you say? “I’m really angry and scared about what ICE is doing in my neighborhood, and I want you to stop giving them money,” Altman suggested. If you normally donate to your elected official, “I don’t think that it’s a bad idea to let them know that your support relies on them supporting the basic values of the Constitution and of theCalling your elected officials can be a powerful way to make a statement about ICE.Whether you live in a red state or a blue state, it’s important to call your elected officials to voice your thoughts on ICE. “DHS funding ... is a bipartisan issue, and it’s something that has increased year after year after year in appropriations, because both“Letting know that they have lost the middle and that the average American is concerned about their right to due process and to privacy and to living freely outside of a surveillance or police state is an important effort to ensure that Republicans have maximum pressure to not greenlight more abuses of power by the Trump administration,” Derrick explained. All members of Congress, whether they’re Democrats or Republicans, need to hear the demands and perspectives of their constituents so both parties take action, Altman added. This bill would not halt ICE’s operations in Minnesota and beyond, but it would send a strong message to your elected officials. “ICE must be reined in, and unfortunately neither a nor a shutdown would do anything to restrain it, because, thanks to Republicans, ICE is now sitting on a massive slush fund it can tap whether or not we pass a funding bill,” Sen. Patty Murray , the top Democrat on the Senate Appropriations Committee,“Even if Congress were to zero out DHS’s budget, they still have more money than they even know what to do with and could continue to function at their current level,” said Nathan-Pineau. “I do not think that it means we’re going to see ICE officers sent home across the U.S., but what it will do is send a really strong message that the country is no longer on board with what the president is doing and the, essentially, federal invasion of of Minnesota ... and would show a clear distinction between the parties on where they stand on how immigration law should be enforced,” Derrick said.While it may feel defeating to read that ICE likely won’t be disbanded if the upcoming appropriation bill fails to pass, that doesn’t mean you should sit back and watch. “One of the most important things we can do right now is pick up the phone or send an email and make sure our members of Congress understand how much and how clearly we see what ICE and are doing in our communities, and how deeply we want our members of Congress to take action, to rein them in and to withhold funds,” Altman added.
