In a bid to assist the US in its mass deportation efforts, El Salvador's President Nayib Bukele proposed housing convicted criminals, including US citizens, in his country's high-security prison in exchange for a fee. Secretary of State Marco Rubio lauded the deal as unprecedented, calling it a 'safe third country' agreement.

El Salvador 's President Nayib Bukele has made a controversial proposal to the United States, offering to house illegal immigrants facing deportation within his country's prison system. Bukele outlined this plan on X Monday night, stating, 'We have offered the United States of America the opportunity to outsource part of its prison system. We are willing to take in only convicted criminals (including convicted U.S. citizens) into our mega-prison (CECOT) in exchange for a fee.

The fee would be relatively low for the U.S. but significant for us, making our entire prison system sustainable.' This offer, described by Secretary of State Marco Rubio as 'the most unprecedented, extraordinary, extraordinary migratory agreement anywhere in the world,' came after a meeting between Bukele and Rubio at Bukele's lakeside residence outside San Salvador.Rubio elaborated on the proposition, stating, 'We can send them, and he will put them in his jails. And, he’s also offered to do the same for dangerous criminals currently in custody and serving their sentences in the United States, even though they’re U.S. citizens or legal residents.' While Bukele's offer extended to even violent American criminals, the practical implementation of detaining U.S. citizens within El Salvador's prison system is highly unlikely due to U.S. law prohibiting the deportation of its citizens. A U.S. official clarified that the Trump administration has no intention of deporting American citizens, but acknowledged the significance of Bukele's proposal.This potential agreement, classified as a 'safe third country' arrangement, could potentially benefit the U.S. in managing convicted Venezuelan gang members who might face deportation challenges due to Venezuela's unwillingness to accept them. Rubio emphasized Bukele's openness to accepting detainees of any nationality. Beyond addressing Venezuelan gang members, Bukele also pledged to take back all Salvadoran MS-13 gang members residing illegally in the U.S. and expressed a willingness to incarcerate criminals of all nationalities, particularly those associated with the Venezuelan Tren de Aragua gang.Manuel Flores, the secretary general of the leftist opposition party Farabundo Martí National Liberation Front, criticized the 'safe third country' plan, deeming it a strategy to treat the region as the U.S. government's 'backyard to dump the garbage.' Rubio's visit to El Salvador aimed to secure further cooperation in supporting President Donald Trump's mass deportation initiative. He arrived in San Salvador shortly after witnessing a U.S.-funded deportation flight carrying 43 illegal immigrants depart Panama for Colombia. This flight included 32 men and 11 women detained by Panamanian authorities after illegally traversing the Darien Gap from Colombia. The State Department underscored that these deportations serve as a deterrent against illegal migration. Rubio stated, 'Mass migration is one of the great tragedies in the modern era. It impacts countries throughout the world. We recognize that many of the people who seek mass migration are often victims and victimized along the way, and it’s not good for anyone.' This trip by Rubio coincides with a comprehensive freeze on U.S. foreign aid and stop-work orders that have halted taxpayer-funded programs targeting illegal immigration and crime in Central America. The State Department clarified that Rubio had authorized waivers for specific critical programs in the countries he is visiting. Further advocating for regional cooperation, Rubio will continue urging foreign leaders to enhance their efforts in combating illegal immigration during his subsequent visits to Costa Rica, Guatemala, and the Dominican Republic, concluding his five-nation Central American tour after Panama and El Salvador.
