The City Council is set to vote Thursday on a three-year phase-out of carriage operations in downtown San Antonio.
Horse-drawn carriage drivers and company owners are rallying against the city’s push to phase out their downtown operations ahead of a Thursday vote by City Council . The council appears set to ban horse-drawn carriages, long a fixture in the downtown tourist district. But council members disagree over how quickly the ban should take effect.

John Lujan stood with carriage operators at Monday's news conference. “I am extremely disappointed in what I believe is going to happen on Thursday because yet again, this City Council will overlook the importance of a small business,” Whyte said. “These horse carriage owners and employees do a great deal for our city.
