The report was submitted in December to the Stanislaus County district attorney’s office. The Bee said Fulmer, 35, was on paid leave at the time of his dismissal, though he returned to work for an unknown period of time after recovering from his injuries. He had been employed by the sheriff’s office since 2012.
Betancourt’s family has sued Fulmer and the sheriff’s office, and Fulmer has countersued the man’s estate.
