7 when they saw a delivery van stopped in the road facing north. Police said the man told the van driver, 32-year-old Joseph Lee Blair III of Rochester, that he was going to cause an accident if he left the van in the road. Blair struck the man's window with his hand, according to police, leading to a fight. Blair allegedly pushed the man to the ground and struck him multiple times before driving away in the van. Police said the employer associated with the van helped them identify Blair, who was arrested March 7 at his home.
